Cesar A. Perez, Esq., Chair/Commissioner Cesar A. Perez, Esq.,
was appointed by Mayor Michael Bloomberg in February 2009. InApril 2009, Mayor Michael Bloomberg and City Council
Speaker Christine Quinn jointly appointed Mr. Perez
chair of the Commission. Mr. Perez is the Deputy Chief Operating
Officer at the Columbia University Medical Center-The Affiliation at Harlem
Hospital. Previously, Mr.
Perez was an Assistant General Counsel, Columbia University, and an employee
benefits and labor employment associate with Epstein, Becker and Green, P.C. He is a member of the
American Health Lawyers Association and has served on the boards of the Achievement
First Bushwick Charter School and the Queens Botanical Garden.
Angela Cabrera, Commissioner
Angela Cabrera was appointed by former
Mayor Rudolph Giuliani in 1997. Ms. Cabrera is the president of Cabrera
& Associates, a consulting firm that specializes in public relations and
business development. A former state deputy commissioner, she is also a board member
of the Family Institute, a trustee of the Museo del Barrio, and a member of
the Prospect Park Alliance. She is also on the Board of
Trustees’ Diversification and Outreach Committee of the Metropolitan Museum of Art, and
a founding member of 100 Hispanic Women.
Malini Cadambi Daniel, Commissioner Ms. Malini Cadambi Daniel was appointed by the City Council in
April 2009. Ms. Daniel is the
Director of Research for the Service Employees International Union, Local 1199
where she previously served as a Senior Researcher and Assistant Director of
Research. She also worked as a
Research Consultant for the Schomburg Center for Research on Black Culture and a junior high
school teacher in Oakland
California. She is a member of the
Association for Asian Studies, the American Sociology Association, and a board member of New
Immigrant-Community Empowerment.
Elaine S. Reiss, Esq., Commissioner Elaine S. Reiss, Esq. was appointed by Mayor Michael
Bloomberg in April 2009. She is the
General Counsel for the Environmental Simulation Center and an Adjunct Instructor at the Brooklyn Law School. Her previous positions in city government
include: Deputy General Counsel with the New York City Charter Revision
Commission, Deputy Commissioner/General Counsel at the Department of Information
Technology and Telecommunications, and Acting Deputy Commissioner/General Counsel
at the Department of Employment. She is also a board member of the New York chapter of
the American Corporate Counsel and a commissioner of the City University: New
York’s Civil Service Commission.
Arva R. Rice,
Commissioner  In
September 2009, the City Council appointed Arva R. Rice to the
Commission. She is the President and CEO of the New York Urban
League, a 90 year old civil rights organization. Ms. Rice also served
as the executive director of Project Enterprise, an organization that provides
business loans, technical assistance and peer support to New York City
entrepreneurs who lack adequate access to business financing. She also worked
for the Fund for the City of New York, Girls,
Inc. and Public Allies New
York-which she founded, and served as chair of the North
Star Foundation.
