Who We Are

The Board

The Environmental Control Board (ECB) has 13 members. Six are commissioners of City agencies. Six are citizens. These citizens are experts in the fields of water pollution control, business, real estate and noise. There are two general citizen representatives. The final person is the Chair. He or she is the Chief Administrative Law Judge (ALJ) at the Office of Administrative Trials and Hearings (OATH).

New York City Charter section 1049-a allows the ECB to enforce City laws that protect health, safety, and a clean environment. To do this, the Board makes rules. It also appoints Administrative Law Judges (“ALJs”) to hold hearings. The Board also decides appeals. The ECB does not write or serve tickets.

The Board meets each month. The City Record publishes notice of these meetings. The meetings are usually on the third Thursday of the month, except on legal holidays. In 2011, the Board will meet on:

Administrative Law Judges (ALJs)

The Board hires Administrative Law Judges (ALJs), to hear cases. Every ALJ is a highly qualified attorney. Each is trained at ECB to hear cases. Most ALJs work part-time for ECB.
