OST is built upon the premise that the key to a high-quality afterschool system is combining funding for direct services with technical assistance and evaluation. DYCD has invested $500,000 annually in a three-year, longitudinal evaluation of the OST initiative. Policy Studies Associates, a Washington, D.C.-based evaluation firm, has been hired to design evaluation instruments, collect, and analyze data, and publish two reports per year.
