As the designated Community Action Agency of New York City, DYCD administers the federal Community Services Block Grant (CSBG) program to combat poverty and provide emergency services to low-income people. In order to maximize the impact of the federal CSBG funding, DYCD targets funds to low-income communities, which it designates as Neighborhood Development Areas (NDAs).

The NDA Initiative, through the Neighborhood Advisory Boards (NABs), fosters community-level engagement to ensure that residents have opportunities to contribute to change in their neighborhoods and that services address the most pressing needs of each community.

The borders and identifying numbers of New York City's 43 NDAs are similar but not identical to those of the local Community Planning Board. The development area districts are currently numbered as follows:

Bronx: 1, 2, 3, 4, 5, 6, 7,8, 9,10, 11 and 12

Brooklyn: 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15, 16, 17 and 18

Manhattan: 3, 7, 9, 10, 11 and 12

Queens: 1, 3, 4, 5, 7, 12 and 14

Staten Island: 1

The NYC 2010 Census Coordinator’s Office was established by Executive Order 127 to act as the City of New York’s primary liaison to the federal regional census office and spearhead efforts to engage City government, local communities, non-profits, and all sectors of the City to promote public awareness about the importance of participating in the 2010 Census.
