As the Deputy Commissioner for Bureau of Legal Affairs & General Counsel, Mr. Orlin is responsible for the Sanitation Department's legal division and serves as the Department's chief legal counsel.
He comes to the Department after many years with the New York City Law Department's Environmental Law Division, where he served as Senior Counsel. In this position, Mr. Orlin defended the City's interest in the Clean Water Act and Resource Conservation and Recovery Act (RCRA) lawsuits concerning the Fresh Kills Landfill. In addition, he handled legal challenges under the State Environmental Quality Review Act (SEQRA) and other City and State environmental laws pertaining to the City's solid waste export plans.
Mr. Orlin received his J.D. in 1986 from the University of Chicago. In 1997, Mr. Orlin was awarded the New York City Bar Association's Municipal Affairs Committee prize for Outstanding Achievement as Assistant Corporation Counsel for his work while with the New York City Law Department. Mr. Orlin is admitted to practice in the Southern and Eastern Districts of New York State.
