As Deputy Commissioner for Financial Management and Administration, Lorenzo N. Cipollina is responsible for developing and monitoring the Department's more than $1.4 billion expense and $500 million dollar capital budget. He is responsible for overseeing its financial, technological, statistical information, human resource functions, and labor relations.
He is very actively involved in the new technology initiatives in the Department; Primarily concerning the replacement of the Sanitation Control and Analysis Network (SCAN) system.
Prior to his appointment as Deputy Commissioner, Mr. Cipollina served as Assistant Commissioner for Planning and Budget, where he developed the statistical blueprint for increased collection productivity. Through his integral understanding of the Department's operations, he played a major role in the closing of the Fresh Kills Landfill and development of the Department's interim waste export program. Possessing an insightful knowledge on budgetary and statistical matters, Mr. Cipollina, a 19-year veteran of the Department, also serves Department liaison with the Office of Management and Budget and the Mayor's Office of Operations.
