Coney Island/Gravesend Sustainable Development Transportation Study
DOT conducted the Coney Island/Gravesend Sustainable Development Transportation Study in response to community concerns about the increase in traffic congestion and the safety of motorists, pedestrians, and bicyclists. It is a comprehensive study that links transportation with land use while emphasizing sustainability. The study’s data collection and issues-identification phases involved extensive community input.
The study area is bounded by Kings Highway to the north, Coney Island Avenue and West End Avenue to the east, Riegelmann Boardwalk to the south, West 37th Street and Gravesend Bay west, and Bay Parkway and 22nd Avenue to the northwest. It includes portions of Community Boards 11, 13, and 15.
Technical Memorandum 1 - Existing Conditions
DOT issued the first section of the study in June 2004. Technical Memorandum 1 - Existing Conditions presents an overview of the study area in terms of demographics, land use, traffic and transportation, parking, accidents/safety, pedestrians/bicycle, and public transportation. The analysis of existing conditions lays the foundation for recommendations to improve traffic operations and safety conditions in the study area. As part of the analysis of future conditions, the study utilizes the NYMTC Best Practice Model (BPM) to assess various potential development scenarios. The information obtained in the data collection and public outreach process was used to identify four scenarios that included land use and street network changes that were modeled.
Technical Memorandum 2 - Future Conditions 2015 & Recommendations
The second report, released in June 2010, contains the 2015 Future Conditions Analysis and Recommendations. It includes the 2015 projected future conditions with a limited analysis of the 2025 projected future conditions. The report also includes a discussion of the modeling effort using the Best Practice Model and recommendations to alleviate traffic congestion, improve parking provision, transit, and safety for all street users in the study area.
