Q: What is the law in New York regarding child care safety seats?
A: All children under age 7 must be restrained in a specially designed seat which meets Federal motor vehicle safety standards. The child car seat must be either permanently affixed to the vehicle or affixed by a safety belt. (Section 1229-c of the New York State Vehicle and Traffic Safety Law).

Q: What is the law regarding safety belts on school buses in New York City?
A: Student safety belts are required in all New York State full-sized school buses built after July 1, 1987, but there is no State law that requires students to wear them. Each school district establishes its own policy regarding their use by students. Passengers under the age of 4 must be restrained in a child car seat which meets the Federal safety standards.

Q: Are bicyclists and skaters in New York City required to wear helmets?
A: All bicycle drivers, as well as in-line skaters, under the age of 14 are required by New York State law to wear a helmet when bicycling and skating. The helmet must meet the standards of the American National Standards Institute (ANSI) or the Snell Memorial Foundation, and should be worn securely fastened on the head with helmet straps. Although not required by law, skaters and skateboarders should always wear protective gear such as elbow and knee pads and wrist guards. In New York City, only persons under age 12 may ride their bikes on the sidewalk.

Q: Are commercial bicycle riders (messengers, food delivery, etc.) permitted to ride on the sidewalk?
A: No. If they do ride on the sidewalk, they are subject to receiving a summons.
