STATEMENT OF CHIEF INFORMATION AND INNOVATION OFFICER MERCHANT ON THE APPOINTMENT OF DEPUTY COMMISSIONER JAMES FOWLER AS KENTUCKY STATE CIO
“When James Fowler joined the Department of Information Technology and Telecommunications in 2010, he brought with him three decades of experience in the technology field across the public and private sectors, including positions as the CIO of the Chicago Transit Authority and Vice President for Technology and Information Services for New York City Transit Authority. Since his arrival, Jim has led implementation of multi-functional shared services, consolidation of data centers around the City, and delivery of mobile and other innovative tech solutions to improve government productivity, efficiency, and customer satisfaction.
“Jim’s finest hour may have been during one of New York City’s darkest. His steady hand and considerable expertise helped keep the City’s information technology systems up and running without interruption during the worst of Hurricane Sandy and its aftermath.
“These achievements prepare him well to serve as Kentucky State Government CIO, and I congratulate Governor Beshear on appointing a consummate, seasoned IT professional to his Executive Cabinet. While I don’t want to see Jim go, the people of the state of Kentucky have gained a fine technologist and leader, who will serve them with distinction.”
