Biography – Short Version

Rahul N. Merchant, Citywide Chief Information and Innovation Officer/Commissioner
New York City Department of Information Technology & Telecommunications

Rahul N. Merchant is New York City’s first Citywide Chief Information and Innovation Officer and the seventh Commissioner of the Department of Information Technology and Telecommunications. He is responsible for the City’s IT infrastructure and oversight of the implementation of key technology initiatives. Commissioner Merchant has a strong background in information technology and systems, and in the financial services sector. Prior to joining the City, he was an Operating Partner at Exigen Capital and served as an Executive Vice President, Chief Information Officer, and Member of the Executive Committee of Fannie Mae. He also served as Senior Vice President, Chief Investment Officer, and Chief Technology Officer of Merrill Lynch from 2000 to 2004. Commissioner Merchant holds a Bachelor of Science, in Electrical Engineering from Bombay University, a Master of Science in Computer Science from Memphis State University and a Master of Business Administration from Temple University.
