Special Master Finalizes VCF Rules

Sheila Birnbaum, Special Master of the September 11th Victim Compensation Fund (VCF), finalized VCF regulations based on feedback she received from the public. Among other changes, the eligibility boundaries have been expanded north to Canal Street in Lower Manhattan. The VCF will begin taking applications on October 3.
