BOARD OF HEALTH TO MEET ON WEDNESDAY, OCTOBER 24, 2007

NEW YORK CITYOctober 20, 2007 – Notice is hereby given that the Board of Health will hold a meeting on Wednesday, October 24, 2007 at 10:00 A.M.  The meeting is open to the public and will be held at 125 Worth Street, Third Floor Boardroom, in lower Manhattan.

APPROVAL OF MINUTES
1. Approval of minutes of meeting held June 14, 2007.

NEW YORK CITY HEALTH CODE
2. Resolution to repeal and reenact Article 47 of the New York City Health Code affecting child care services, updating provisions applicable to the operation of such services in New York City.  A public hearing was held on April 19, 2007.  Twenty people testified and twenty-seven written comments were received (Draft). The comment period was extended and the resolution has been further amended.

3. Resolution to repeal and reenact Article 115 of the New York City Health Code affecting the Infant Formula Laboratory Services, Inc., a formula preparation facility, responding to a petition to commence rulemaking submitted by such service; and repealing Article 116 of the New York City Health Code as no longer necessary since the manufacturing of infant food formula in hermetically sealed containers is comprehensively regulated by the US FDA.  A public hearing was held on April 18, 2007. One person testified and five written comments were received.

4. Resolution to amend Section 131.15 of the New York City Health Code to add a    provision authorizing employees of the Department of Housing Preservation and   Development to issue orders on behalf of the Commissioner to owners of multiple dwelling buildings to install and  maintain window guards where children 10 years of age and under reside.  A public hearing was held on September 6, 2007.  No one testified and no written comments were received.

5. Proposed amendment to Section 11.03 of the Health Code to update the reportable disease/condition list by adding several new diseases as electronically reportable by laboratories, and removing one disease from the reportable list; the Department also proposes to require electronic laboratory reporting of antibiotic susceptibility profiles for reportable bacterial infections.

6. Proposed amendment to Article 81 of the New York City Health Code, adding a new   Section 81.12 to enable food service establishments to use cook chill and sous vide packaging processes; and amending Section 81.06 to add requirements for HACCP plans.
