A Brief History of Mental Hygiene in New York City: 1954-2005

1947   Methadone approved by the FDA to treat opiate addiction
 
1949   National Institute of Mental Health founded
 
1949   New York State Mental Health Commission formed
 
1954   NYC Community Mental Health Board (CMHB) created
 
1955   New York State's psychiatric inpatient census peaks at 93,600
 
1962   Rockefeller Plan begins NYS deinstitutionalization
 
1963   Federal Community Mental Health Centers Construction Act is passed
 
1968   CMHB joins Health Services Administration (HSA)
 
1969  CMHB (still part of HSA) becomes Department of Mental Health and Mental Retardation (DMHMR) - Herbert Fill, MD is appointed Commissioner
 
1972   Alcoholism services added to DMHMR
 
1972   Geraldo Rivera's expose about Willowbrook shocked the City
 
1975   HSA is disbanded
 
1975   Willowbrook consent decree signed
 
1977   DMHMR becomes Department of Mental Health, Mental Retardation and Alcoholism Services (DMHMRAS)
 
1987   Willowbrook Developmental Center "officially and forever closed"
 
1990   Americans with Disabilities Act signed by President George H. W. Bush
 
1993   Early Intervention is added to DMHMRAS portfolio.
 
1993   Community Reinvestment Act is passed.
 
1997   LifeNet is established
 
2001   Project Liberty is established
 
2002   DMHMRAS merged with DOH to create DOHMH.
 
2002   Buprenorphine approved by the FDA to treat opiate addiction
