200 Years of Public Health Leadership
The Department of Health and Mental Hygiene invites you to join the ranks of one of the world’s most respected public health agencies. Since 1805, the Department and its predecessor agencies have provided care through epidemics, war, and economic crises. The Department enacted New York City’s first comprehensive health policy (Take Care New York) to improve the health of all New Yorkers.
At the forefront of public health at all levels – policy, programming and surveillance – the Department has initiated numerous groundbreaking policies that have been adapted by other public health agencies. Our 5-point tobacco control program, for example, led to enactment of the Smoke-Free Air Act of 2002, which protects virtually every City worker from the harmful effects of second-hand smoke. Enhancing bioterrorism and emergency response capabilities, improving school nutrition, addressing the mental health needs of New Yorkers, and gathering important new health data to inform policy and programming are just a few of the Department’s past and ongoing accomplishments.

- > Health Promotion and Disease Prevention
Develops policies and programming to promote health, prevent disease, and eliminate health disparities through the work of 5 bureaus: Chronic Disease; the District Public Health Offices; Maternal, Infant, and Reproductive Health; School Health; and Tobacco Control.
- > Disease Control
Identifies, monitors, treats, prevents and controls infectious diseases, including HIV/AIDS and other sexually transmitted diseases, tuberculosis, and influenza. Also implements bioterrorism preparedness and emergency management.
- > Mental Hygiene
Through partnerships with providers, consumers and families, ensures that mental hygiene services (encompassing mental health, mental retardation/developmental disabilities, chemical dependency and early intervention) meet the highest quality standards.
- > Environmental Health
Through programs such as lead poisoning prevention, food safety and community sanitation, veterinary and pest control, and environmental services and engineering, prevents and reduces illness and injury caused by environmental health hazards.
- > Epidemiology
Conducts and publishes groundbreaking research to inform programming and policy development. Manages the Bureau of Vital Statistics and Public Health Library.
- > Health Care Access and Improvement
Enrolls eligible New Yorkers into Medicaid managed care and other public health insurance programs, and provides comprehensive health services to correctional populations.
- > Financial and Strategic Management
Through offices such as information technology, communications and finance, provides information, support services and analyses that improve and inform priority setting, decision making and program management throughout the Department.
- > Administrative Services
Provides day-to-day support to Department programs, including facilities planning and operations, human resources, and contract management.
- > General Counsel
Acts as the Department’s law firm, providing legal guidance and support for all agency activities, operating administrative tribunals, and coordinating intergovernmental activities.
