The Administrative Tribunal

The mission of the New York City Department of Health & Mental Hygiene's Administrative Tribunal is to provide efficient and timely adjudication of notices of violations of New York City Health Codes and other related laws served by the Department upon businesses and individuals throughout the five boroughs in the interest of public health.

The specific services provided by the Tribunal to the Department and the public are: docketing of cases for hearing; scheduling and adjournment of hearings; adjudications; creation and maintenance of case files; including all documents needed and relevant to adjudicate health code violations; timely collection and payment of all fines; penalties, and other charges imposed; and timely notices relevant to all proceedings of the Tribunal. Hearings are evaluated by experienced attorneys who render decisions based on the evidence presented to them either by mail in the case of mail adjunctions requested by the respondent, or in person at a hearing. Respondents have the right to request the presence of the inspector who issued the Notice of Violation so that the inspector can testify as to the allegations and be questioned by the respondent. The presence of the inspector must be requested before the hearing date, in accordance with the instructions on the Notice of Violations.

The Administrative Tribunal is located at 66 John Street, 11th floor, New York, NY 10038. Subways located near the Tribunal are the 4, 5, and 6 Lexington (Fulton St. Station), N, R, & Q (Cortlandt St. Station), A & C (Broadway - Nassau Station), 2, 3, J, & M (Fulton St. Station).

For Handicapped Wheelchair access: 4, 5, & 6 to Brooklyn Bridge/City Hall Station for elevator access. Head downtown on Broadway to John St., make left. The Tribunal is 1 ½ blocks east on right side of street.
