Mission and Background
Managed Addiction Treatment Services (MATS) is a new Medicaid reform initiative created by the New York State Office of Alcohol
and Substance Abuse Services (OASAS) and is being partnered with localities throughout the State. In NYC, this three year
City- State partnership is being funded for approximately $23,000,000. MATS services are scheduled to begin in July of 2006.
MATS will be jointly managed by the Local Government Unit, The Department of Health & Mental Hygiene (DOHMH) and the Local
Department of Social Services, the Human Resources Administration (HRA).

Treatment/Service Options
The goal of MATS is, via Case Management, to assure access to and enhance the cost-effectiveness of needed treatment, rehabilitation
and other social services to voluntarily participating individuals. Each participant can only qualify for MATS by being a high cost
Medicaid-eligible recipient of chemical dependence services. This is defined as using $30,000 or more in Alcohol and Other Drug Treatment services in the 12 month period prior to MATS enrolment.
The following services will be provided through a partnership between DOHMH, HRA and the Case Management vendors:
Case Management Services
- Development of Comprehensive and Individualized Service Plan (CISP) which may include, but not be limited to:
- Alcohol and substance abuse treatment, medical/mental health treatment;
- Social services, domestic violence, employment services, including vocational rehabilitation and training;
- Job placement and retention, and housing.
Wraparound Services
- Child Care
- Domestic violence services
- Homelessness diversion services including payment of rent arrears
- Home Energy Assistance Program (HEAP)
- Food Stamps
- NY/NY Supportive Housing for eligible individuals
- Emergency, transitional and permanent housing for people with HIV/AIDS
- Supportive housing through the NYC Dept. of Homeless Services
- Specialized employment services for people with Substance abuse disorders
- Vouchers for skills training
- Medicaid plan of self support which provides one year post employment for substance abusers who remain in treatment.
- Homecare services
- Restricted Recipient Program
- Adult Protective Services
- Miscellaneous other social services

Initiatives
Year 1 funding to MATS providers has been made through required source provisions specified in the State Aid / Award Letter issued by the New York State Office of Alcohol and Substance Abuse Services. Years 2 and 3 of the MATS initiative will be open to the competitive bidding process.

Upcoming Events
A bidder’s conference /informational meeting will be scheduled concurrently with the DOHMH release of the MATS Concept Paper to be published in May 2006.
