The Division's Office of Contracts works with various Bureaus and Offices throughout the Department to develop and monitor mental hygiene service contracts and other agreements. The Office of Contracts and Finance currently manages contracts for more than 200 voluntary providers throughout the City.

In the interest of ensuring access to high-quality services to improve the lives of New Yorkers with mental hygiene needs, the DMH Office of Contracts and Finance strives to:

  • Facilitate and manage the contracting process, in collaboration with other offices, to review and negotiate contracts according to City and State guidelines;
  • Ensure providers are given clarification and interpretation of appropriate reporting guidelines and procedures relative to their contract and/or agreement;
  • Monitor funding allocated to contracted mental hygiene services throughout the communities of New York City; and
  • Maintain quality administrative and operating systems to support our work.

Information for Providers
  • Contract Analyst
    Each current contract is supported by a Contract Analyst, who oversees contract registration and fiscal administration. Your Contract Analyst is the best resource for responding to your contracting queries.

  • LOS Online
    Beginning with the July 2006 levels of service (LOS) reports, all DMH programs with LOS commitments are required to report monthly data via DOHMH's new web-based system, LOS Online, as outlined in the letter to providers dated July 17, 2006. This system can be accessed through NYCMED where each provider must select a user ID and password, and report this information to the Division of Mental Hygiene LOS Unit. Each provider agency must designate one email account to receive notifications from LOS administration and must retain all books and records (including supporting documentation) relating to contracted service.

    Providers receiving New York State funding should also reference the State Consolidated Budget Reporting and Claiming Manual and the Consolidated Fiscal Reporting and Claiming Manual for guidance on tracking and reporting on services provided.

  • FY09 BUDGET MODIFICATIONS
    Budget modification requests should be submitted no later than August 15, 2009. Please see the forms below as there have been recent changes.
