Notice of Property Value

Finance mails every property owner in New York City an annual Notice of Property Value (NOPV) each January. The notice shows the information that Finance has about each property, including building size, lot size, tax class, construction year, etc., as well as Finance's estimate of the property's market value.  The notice also explains how Finance has determined your property's estimated market value and how that market value is used to determine the property tax you will pay starting July 1, 2009.

Access the Final Assessment Roll FY10 Online
The Assessment Roll is available as a free download.  We have provided the data in two file formats: a compressed .zip file that requires an extraction utility such as WinZIP, and a self-extracting .exe file FOR PC USERS ONLY. Both files contain the actual .mdb database file which requires Microsoft Access or a compatible database program.

Note: The database files below contain Final Assessment Roll data as of May 28, 2009

Data Dictionary containing field codes and descriptions (56k) This file provides information on each field as well as descriptive data.

Note: Due to the large file sizes a Broadband/Hi-Speed Internet connection is strongly recommended.  Download times will vary depending upon your internet connection speed and website traffic.  (Dial-up access is NOT recommended as download times can vary from 45 minutes to in excess of 4 hours).  Also, please note that some Internet Service Providers and anti-virus software may be configured to block the download of .exe files.  Please consult your ISP and/or security software settings if you are experiencing difficulties downloading the self-extracting .exe files.

There are three approaches to determining property value - Sales comparison, Cost, and Income capitalization.

Rolling Sales Update
Finance’s Rolling Sales File breaks down property sales information into several criteria so buyers and sellers can understand the value of real estate in New York City. Users can determine what properties in all five boroughs are being sold for based on any combination of criteria we included in our file, such as neighborhood, building type, and square footage.

How a property's market value is used to calculate its annual property tax assessment.

Property Data Updates and Assessment Review Requests
Property owners can file an appeal with the Tax Commission if they believe the assessed value, exemption or tax class listed in their notice is incorrect.
