Division of Alternative Management (DAMP)

The Department of Housing Preservation and Development HPD) offers several programs for potential purchasers to buy parcels the City has foreclosed on due to nonpayment of taxes.

The Division of Alternative Management (DAMP) administers the Building Blocks Program.  This is the City's comprehensive neighborhood redevelopment plan.  It is designed to encourage community growth by returning City-owned buildings to responsible private owners.

Properties sold through DAMP receive certain property tax reductions.  Only the residential portion of the property is eligible.  Benefits can last for up to forty years.
