Rent Stabilized Apartment Fees
Owners of housing units subject to Rent Stabilization are required each year to register these units with the New York State Division of Housing and Community Renewal (DHCR).
The State charges New York City an annual fee for the administration of the rent stabilization program.
The rent stabilization law permits the City to recoup an annual fee of $10 per unit to offset the State charge. Finance bills and collects this fee directly, based on the list of registered rent stabilized units provided by the DHCR.
Payment
Checks or money orders should be made payable to "NYC Department of Finance" and returned with the statement, in the envelope provided. To ensure proper credit, taxpayers should clearly write the Multiple Dwelling Registration Number and the borough where the property is located on the face of the check. Your canceled check is your receipt.
Adjustments
Finance cannot adjust an owner's account without authorization from New York State. Overpayments can only be adjusted with DHCR approval. The DHCR also handles many questions, such as eligibility for exemptions and the number of rent-stabilized apartments in a building.
