Rent Stabilized Apartment Fees
Owners of housing units that are subject to rent stabilization
are required each year to register stabilized units with the New York State
Division of Housing and Community Renewal (DHCR). The State provides New York
City with a list of all registered stabilized units and charges the City an
annual fee for the administration of DHCR's rent stabilization program.
Fee Eligibility
The rent stabilization law permits the City to recoup an annual fee of $10 per unit to offset the fee that the State charges the City to administer the rent stabilization program in New York City. Finance bills and collects this fee directly, based on the list of registered rent stabilized units provided by the DHCR.

Payment
Checks or money orders should be made payable to "NYC Department of Finance"
and returned, with the statement, in the envelope provided. To ensure proper
credit, taxpayers should clearly indicate the multiple dwelling registration
number and the borough where the property is located on the face of the check
or money order. Your canceled check is your receipt.
Adjustments
Finance cannot adjust an owner's account without authorization from New York
State. Overpayments, if any, can only be adjusted upon the DHCR's resolution
of the claim. The DHCR also handles questions about eligibility for exemptions,
the number of rent-stabilized apartments in a building, and interest in a property.
