Finance is committed to helping the public understand their rights, recourse, and responsibilities upon receipt of a parking ticket. Even if you believe you are not guilty of the parking violation in question, you need to respond to any ticket you receive within 30 days of the date the ticket was issued - either to pay the fine or dispute the ticket. If you disagree with the outcome of a hearing, you also have the right to appeal the decision.

Commercial Programs
Finance has several programs that make it easier for businesses or commercial vehicle owners to keep track of - and save time and money responding to - their parking tickets.
Diplomats & Consular Staff
Finance has a special panel that reviews parking tickets issued to foreign diplomats, consuls, and members of their staff who are driving vehicles with State Department license plates.
Red Light Camera Program
Under New York State Law, the New York City Department of Transportation administers a program that photographs vehicles and issues violations (called Notices of Liability) to vehicles that are going through red lights at selected intersections. Finance is responsible for collecting and processing those fines. Finance also conducts the hearings for drivers who wish to contest the Notices of Liability they receive from Finance.
Refunds
On occasion, a respondent may pay a ticket twice in error or pay tickets that are later dismissed at hearings. In both cases, the vehicle owner is entitled to a refund. Finance automatically issues refunds under $500. Depending on the circumstances, the refund may be sent to the registered vehicle owner or the person who paid the ticket.
Towed Vehicles
Registered owners have ten business days from the tow date to retrieve a towed vehicle by paying the parking fines, in full, and bringing a Vehicle Release to the impound lot. If the vehicle is not retrieved with 10 days, it may be sold at a public auction.
Vehicle Auctions
Manhattan Resident Parking Exemption
Residents of Manhattan who own and have registered their motor vehicle to a Manhattan address and park in a long-term rented space may be eligible for an exemption from the additional New York City 8% surtax levied on Manhattan parking space rentals.
Statewide Parking Meter Waiver for
People With Disabilities
Residents living outside of the five boroughs
who will be issued the new statewide meter permit
waivers for people with disabilities, may use the waivers within New York City. New York City however, does not issue the waivers. The law permitting the issuance of the waivers was signed on July 18, 2007 and takes effect January 18, 2008.
