Finance is committed to helping the public understand their rights, options, and responsibilities when receiving a parking ticket. Even if you believe you are not guilty, you need to respond to any ticket received within 30 days of the issue date. Either pay the fine or challenge the ticket. If you disagree with the outcome of a hearing, you also have the right to appeal the decision.

Mayor Bloomberg signed legislation allowing motorists to park at broken or missing meters for the maximum time permitted at that meter. Previously the law only allowed vehicles to be parked at broken meters for a maximum of one hour. If a broken or missing meter is discovered, motorists are encouraged to call 311. The law signed on December 1, 2008 takes effect on March 1, 2009.

Finance has several programs making it easier for businesses or commercial vehicle owners to save time and money responding to their parking tickets.

Finance has a special panel reviewing parking tickets issued to foreign diplomats, consuls, and members of their staff who are driving vehicles with State Department license plates.

Under New York State Law, the New York City Department of Transportation administers a program in which vehicles are photographed at selected intersections as they go through red lights. Violations (called Notices of Liability) are issued and Finance is responsible for collecting and processing those fines. Finance also conducts the hearings for drivers who wish to contest the Notices of Liability they receive under this program.

Some respondents may pay a ticket in error (such as paying twice) or they may pay tickets that are later dismissed at hearings. In both cases, the vehicle owner is entitled to a refund. Finance automatically issues refunds under $500.  The refund may be sent  to the registered vehicle owner or the person who paid the ticket.

Registered owners have ten business days from the tow date to retrieve a towed vehicle by paying the parking fines, in full, and bring a Vehicle Release form to the impound lot.  If the vehicle is not retrieved within 10 days, it may be sold at a public auction.

Red Bullet Point GraphicManhattan Resident Parking Exemption
An exemption is available to residents of Manhattan who own and register their motor vehicle to a Manhattan address and park in a long-term rented space. The additional New York City 8% surtax levied on Manhattan parking space rentals is not charged to an owner who receives this exemption.

Red Bullet Point GraphicStatewide Parking Meter Waiver for People With Disabilities
Residents living outside of the five boroughs who will be issued the new statewide meter permit waivers for people with disabilities, may use the waivers within New York City.  New York City however, does not issue the waivers.  The law permitting the issuance of the waivers was signed on July 18, 2007 and takes effect January 18, 2008.
