Payment Plans for Parking Judgment Debt

Eligibility
Individuals must live or work in the five boroughs, and business owners must work or operate in the five boroughs. Judgment debt consists of parking fines that have been unanswered and unpaid for more than 100 days and which the Finance has received a judgment from the court. Payment plans are available only for registrants who owe a minimum of $500 in parking judgment debt or $350 in parking judgment debt for a towed vehicle.

All payment plans must be approved by a Finance Collections Divisions collector or a Finance representative in one of our Business Centers.  A specified down payment to be determined is required.

Requirements
Individual vehicle owners can visit a Finance Business Center to discuss eligibility for a payment plan without an appointment.  However, if your vehicle has been towed, Finance advises you call for an appointment to ensure time to complete the extra paperwork that a tow-payment plan requires.  Call the Collections Division Call Center at 212-440-5400 (or –5401) to schedule an appointment.

Business Vehicle Owners must have an appointment.  Call the Collections Division Call Center at 212-440-5447 to schedule an appointment to discuss eligibility for a payment plan for commercial vehicles - towed or not.  A Finance representative will meet with you at the 2nd floor, Window #4 at 66 John Street, New York, NY.

To qualify for a payment plan:

Debtors must meet certain criteria, make an immediate down payment and be able to pay the remaining balance according to a set schedule. In addition, to qualify for a payment plan debtors must also:

  • Owe either $500 or more in judgment summonses for non-towed vehicles or $350 in judgment for towed vehicles.
  • Present a valid driver’s license, vehicle registration and vehicle insurance 
  • Document their source of income
  • Be approved by a Finance Collections Division collector or a Finance representative in one of our business centers. 
  • Make a specified down payment, as determined during the interview process.
  • With or without an appointment, when you meet with the representative, you will be required to submit a Financial Statement.  You may also be asked to provide documents which confirm your identification.

You are also required to make a down payment on the amount you owe:

  • To redeem a towed vehicle with less than $500 debt: You must pay a minimum of one-half of the judgment debt to redeem a towed vehicle, with the remainder to be paid within 45 days. As with all other payment plans, arrangements need Finance's approval.
  • All other parking debt:  A 50% down payment will be required and subsequent payment installments will be determined during the interview.
