Payment Plans

Eligibility
To be eligible for a payment plan for parking judgment debt*, individuals must live or work in the five boroughs, and business owners must work / operate in the five boroughs.

Vehicle owners, registrants, and operators must owe a minimum of $500 in parking judgment debt* to be eligible for a payment plan, except in the event that a vehicle has been towed.  To redeem a towed vehicle, payment plans may be available for an amount less than $500. 

* Judgment debt consists of parking fines that have been unanswered and unpaid for more than 100 days and against which the Department has received a judgment from the court.

Requirements
Individual vehicle owners can visit a Finance Business Center to discuss eligibility for a payment plan without an appointment.  However, if your vehicle has been towed, Finance advises that you call first for an appointment to ensure time for the extra paperwork that a tow-payment plan entails.  Call the Collections Division Call Center at 212-440-5400 (or –5401 for towed vehicles) to schedule an appointment.

Business vehicle owners, however, must have an appointment.  Call the Collections Division Call Center at 212-440-5447 to schedule an appointment to discuss eligibility for a payment plan for commercial vehicles, towed or not.  A Finance representative will meet with you at 66 John Street, 2nd floor, Window #4, New York, NY 10038. 

With or without an appointment, when you meet with the representative, you will be required to submit a Financial Statement.  You may also be asked to provide one or more of the following items to document your sources of income:

• Proof of employment (two recent pay stubs);
• Copies of the front and back of two cancelled salary checks paid to you by your employer;
• Photo ID (for example, a valid driver’s license);
• Current insurance and registration (always required for all towed vehicles); and
• Business certificate accompanied by tax Form 1099 or Form 1040 with Schedule C.

You are also required to make a down payment on the amount you owe:

To redeem a towed vehicle with less than $500 debt: You must pay a minimum of one-half of the judgment debt to redeem a towed vehicle, with the remainder to be paid within 45 days. As with all other payment plans, arrangements are at the agency's discretion and issuance will be determined during the interview.

All other parking debt:  A 50% down payment will be required and subsequent payment installments will be determined during the interview.
