Dispute a Parking Violation

Customers who wish to contest a ticket should request a hearing within 30 days of receiving the ticket. This avoids incurring any penalties. Hearings are also available after 30 days, but if an administrative law judge upholds the fine, the penalties may also be owed. After a ticket is in judgment (approximately 100 days without payment or hearing request), a vehicle owner must submit a Request for Hearing After Judgment form to request a hearing. There are three ways to request a hearing: Hearing by Web (online), Hearing by Mail or Hearing in Person.

Note: Federal, State and City Agency employees with parking ticket issues should contact their Agency's Official Business Defenses (OBD) Liaison for further information on the process and to obtain forms.

People who request a hearing by web but do not accept a settlement offer from Finance and are granted a hearing by a judge, will receive that judge's decision via email, as well as by regular mail, provided that the respondent's email is working. If you are requesting a hearing by web, please make sure your email address is correct and your email filters will not reject our response.

Settlement Program

The Settlement Program is ending January 31, 2012. If you wish to pay the settlement amount, Finance must receive your payment by January 31, 2012, even if it is less than 30 days from the time you agree to this settlement. The fastest way to pay is online.

The New York City Department of Finance has instituted a Reduced Fine Program (Settlement Program). An offer of reduction is extended for certain violations prior to a hearing with an Administrative Law Judge. If a reduction is accepted the respondent waives their right to a hearing and appeal. Participation in this program is not mandatory.

You will receive the judge's decision at the conclusion of an in-person hearing. If you request a hearing by mail or via the web, the decision will take approximately 75 days.
