Dispute By Mail
If you wish to have a hearing by mail, send:

  • A copy of the Notice of Liability
  • A letter, explaining why you should be found not guilty of the violation
  • Copies of any evidence that you wish to present
  • Your mailing address if different from the address on the vehicle registration

Finance will mail you your "Decision and Order" within about 75 days.

Dispute In-Person
Visit any Finance Business Center in Manhattan, Brooklyn, Bronx, Queens, or Staten Island. Hearings are held on a first come, first served basis.

Evidence
Evidence can include, but is not limited to: notarized witness statements, photographs, repair bills, police reports, Department of Motor Vehicles or insurance company reports, towing bills, etc.

Dispute a Camera Violation in Judgment

After approximately 100 days, the City will enter a default judgment against the registered vehicle owner for the entire amount (original fine and penalties) owed on any Notice of Liability remaining unanswered and/or unpaid. Once a judgment is entered, interest will also be charged on any outstanding balance owed.

You may, however, request a hearing for Notices of Liability in default judgment only if they are less than one year old. In order to do so you must first request a Hearing After Judgment onlineby mail or in person. Finance will not grant a hearing on Notices of Liability more than one year old.

On this form, you must explain why you did not respond to the notices sent before the judgment was filed. The Hearing After Judgment form can only be submitted by the registered owner or an authorized representative.

If the Hearing After Judgment is granted:
The judge will review your defense to the camera violation and you will receive a decision by email and regular mail. You may also be asked to provide more information or to have an in-person hearing at a Finance Business Center instead.

If the Hearing After Judgment is not granted:
If you made your request by mail and are not granted a hearing, you will receive a "Decision and Order" by mail and you will have to pay the full amount owed. If you made your request in person and are not granted a hearing, the decision will be given to you immediately.
