Commercial Fleet Program
| Note: Effective February 15, 2012, any commercial entity enrolling in the Stipulated Fine programs (NYC Delivery Solutions or Commercial Abatement) must statisfy all parking debt associated with its company prior to admittance into the program. The enrollment agreement will be amended to include policy changes for the program. All applicants will be required to sign the amended enrollment agreement for continued participation in the program. In addition, any plate added into the program subsequent to the company being admitted into the program will not be enrolled unless all debt for the plate is satisfied. |
The Fleet Program helps companies manage their parking tickets by providing a convenient weekly listing of newly-issued summonses. Companies with one or more vehicles registered or leased under the company’s name and address can join. The program helps companies keep track of each parking ticket issued to any of their vehicles with plates registered in the program. These summonses are penalty-free for a period of 45 days. This allows the company time to resolve the tickets and avoid deferred registrations and towing. They can either pay the summons at a base fine or have a hearing without penalties.
Unsatisfied summonses will be listed on an “Impending Default Judgment” report with full penalties ($60.00). If the company does not respond to the report, a default judgment is entered. Interest will then be charged and the judgment may be enforced by towing, non-renewal of registration, and/or property seizure.
Effective February 15, 2012 all parking debt must be satisfied prior to enrolling plate into the fleet program.
Fleet participants are also eligible for the Stipulated Fine Program and the Commercial Abatement Program.

The Stipulated Fine Program
| NOTE: NYC Red Light Camera Violations are NOT eligible for any abatement. They are eligible for hearings. Newly issued NYC Red LIght Camera Violations will be included in a separate section of the weekly "Newly Issued Summonses Listing" report (155 reports). A seperate "backlog" report will list all outstanding Red Light Violations in judgment. If this debt remains unresolved, it will appear on Judgment Billing reports issued. |
Eligible participants in the Fleet Program can also agree to waive the right to contest parking tickets and, instead, pay reduced parking fines through NYC Delivery Solutions: the Stipulated Fine Program.
This program requires companies to make efforts to comply with New York City Traffic Rules and give up their right to challenge parking tickets. There is one fine schedule for all participants in NYC Delivery Solutions, and the fines are based on the severity of the parking violation and State law. Each parking violation is designated as amenable, partially amenable, or non-amenable based on the seriousness of the violation. The type of violation determines whether the ticket will be dismissed or reduced.
To be eligible, companies must own or lease one or more commercial vehicles that make fast pick-ups, deliveries, and/or service calls. Companies must also participate in the Fleet Program (described above). Their weekly Fleet reports will include the reduced, stipulated fine for each ticket. There is no fee to participate. You can either enroll in NYC Delivery Solutions or add new plates to the list of vehicles already enrolled for free.
Every company accepted into the NYC Delivery Solutions program receives a copy of the fine schedule when they enroll and updated lists as they occur.

Commercial Abatement Program
Companies enrolled in the Fleet Program that are not eligible for NYC Delivery Solutions (the Stipulated Fine Program) may elect to participate in the Commercial Abatement Program. This program also simplifies the response to parking tickets received by companies having one or more commercial vehicles. Participants in the Commercial Abatement Program agree to pay pre-set, reduced fines for each offense. The reduced fine amounts are published on a current and future list the participant receives upon enrollment in the program. There is no fee, either for enrolling in the Commercial Abatement Program or for adding new plates to the list of vehicles already enrolled.
