The NYC Penalty Relief Program for Homeowners and Business Owners  is a three-month program authorized by Mayor Bloomberg and the City Council that allows businesses and homeowners to resolve Environmental Control Board (“ECB”) violations that are “in default” and for which a hearing date was scheduled before May 1, 2009. Applicants can resolve their default violations by paying the base fine and will NOT have to pay additional penalties, late fees or interest. If a violation is associated with a correctible condition, known as a compliance violation, you must correct the condition before you may participate in the program.

If you believe that you have default debt payable to the Environmental Control Board, please click on the link below to apply. Once we receive your information, we will contact you with a list of default violations, the total amount due, and the reduced amount you may pay to resolve the debt. A case number will be assigned to you, which you should keep for your records.

Environmental Control Board debt includes Sanitation, Buildings Department and other quality of life violations. A list of the most common violations follows:

1. Dirty sidewalk
2. Illegal posting of a handbill or notice
3. Vending in a restricted area such as a bus stop or within
10 feet of a driveway, subway, crosswalk, etc.
4. Vending merchandise or food without a license
5. Failure to restore a street cut
6. Failure to properly post permits
7. Sidewalk obstruction
8. Street closing without permit
9. Failure to properly separate recyclable materials
10. Unlicensed mobile vendor
