Correction Commissioner Martin F. Horn welcomed in the holiday season at the ninth annual Rikers Island Tree-Lighting Ceremony on Monday, December 11. Attending the ceremony was the Chief of Department, Carolyn Thomas, the President of the Correction Officers Benevolent Association, Norman Seabrook and the President of the United Community Civic Association, Rose Marie Poveromo.
