The Environmental Control Board (ECB) is an administrative tribunal that provides hearings on notices of violation issued by City agencies. As a judicial entity, ECB does not issue notices of violation, does not establish enforcement policies, does not employ inspectors or agents, and does not direct, control or otherwise influence where, when or to whom notices are issued.
ECB has an office for hearings in each borough. All cases are prescheduled. Walk-ins are not allowed, except to admit or stipulate to a violation prior to or on the initial hearing date.

8:00am – 5:00pm (general information)
