Reference Materials - Standards and Rules

The Department of Buildings offers direct access to selected Rules and Reference Standards. The full text of the Department’s Rules can be found at 1 RCNY § 1-01 et seq. The Department’s Reference Standards can be found as appendices to the New York City Building Code.

Selected Rules and Reference Standards

Reference Standard	Description
RS 4-4 (48 kb)	Flood Insurance Rate Map: This amendment would correct the omission by incorporating express reference of said panels into Reference Standard RS 4-4.

RS 6-1 and RS 6-1A (2,343 kb)	Relating to photoluminescent exit path markings. Rule 19-03 (95 kb)	Relating to exemptions from inspections and testing requirements.

Rule 19-4 (419 kb)	Master Plumber and Master Fire Suppression Piping Contractor License Board - Qualification Recommendations: Expands the authority of the Master Plumber and Master Fire Suppression Piping Contractor License Board, to allow the Department to grant and deny applications for Master Plumber and Master Fire Suppression Piping Contractor licenses more effectively.

Rule 48 (89 kb)	Construction Superintendents Rule: To promote public safety by assuring construction sites are supervised by qualified people with the appropriate knowledge of construction and risk prevention. Read fact sheet (45 kb) for more information.
