urbancanvas Design Installed at CUNY in Harlem

CUNY Hunter College’s School of Social Work is the latest construction project to take advantage of public art from the Department’s urbancanvas Design Competition. CUNY chose “My Urban Sky” by artist Jen Magathan to wrap the safety equipment of the new, eight-story, 147,000-square foot School of Social Work, currently under construction on Third Ave. between East 118th and 119th Streets.

New and Revised Forms
The Department is making minor changes to the following forms:
  • PW1: Plan Work Approval Application
  • PW1C: Schedule C- Heating & Combustion Equipment
  • PC1: Required Items Checklist for Professional Certification
  • TR1: Technical Report Statement of Responsibility
  • ED16A: Electrical Permit Application

Additionally, the following new forms will soon be available:

  • EC2: As Built Energy Analysis
  • TR8: Technical Report Statement of Responsibility for Energy Code Progress Inspections

Release Dates:
January 3: Draft versions of the all the forms listed above will be online.

January 24: Fill-in versions of all the forms listed above will be online.

February 7: The new (01/11) versions of all the forms listed above must be used. Older versions will not be accepted.

Public Hearings
Required Insurance and Indemnification
January 4, 2011
The Department will hold a public hearing on January 4 at 10:00am regarding a proposed rule relating to required insurance and indemnification. The hearing will be held in the 6th Floor Training Room at 280 Broadway in Manhattan.

January 19, 2011
The Department will hold a public hearing on January 19 at 10:00am regarding proposed amendments to Rule 101-03, relating to fees payable to the Department. The hearing will be held in the 6th Floor Training Room at 280 Broadway in Manhattan.

Existing Elevators and Escalators
January 26, 2011
The Department will hold a public hearing on January 26 at 11:30am on proposed amendments to Section 2610-01, Subchapter K, relating to existing elevators and escalators. The hearing will be held in the 3rd Floor Conference Room at 280 Broadway in Manhattan.

Service Updates
Solar Tax Abatements
The definition of Placed in Service for solar tax abatement
applications has changed. To support this change, the Department will prioritize one final electrical inspection appointment per solar tax abatement application.

Facade Inspections Rule Amendments
The final rule regarding
Façade Inspections Rule Amendments becomes effective January 28, 2011.
Department Rules

2011 NYCECC
The 2011 NYC Energy Conservation Code (NYCECC)
becomes effective on December 28, 2010. Applications filed on or after this date must comply with the 2011 NYCECC.

Holiday Closure
The Department will be closed Friday, December 24, 2010.

Staff Spotlight

New Deputy Commissioner
of Legal Affairs

On December 6, 2010, Susan J. Pogoda joined the Department of Buildings as Deputy Commissioner of Legal Affairs, bringing more than 25 years of legal experience and

public service. For nearly 20 years, she served in the Claims Bureau in the Office of the New York State Attorney General as Assistant Attorney General, Tort Section Chief and Bureau Chief. Most recently, she served at the New York Liquidation Bureau.

At the Department, Deputy Commissioner Pogoda oversees the Office of the General Counsel and the Loft Board, coordinates the proposal and implementation of legislative changes within the Department and oversees the drafting of new legislation and rules. She also oversees a team of attorneys, provides legal support on policy and regulatory issues and works to ensure industry compliance with the NYC Construction Codes and the Zoning Resolution.

Deputy Commissioner Pogoda received a Juris Doctor from the Benjamin N. Cardozo School of Law and a Bachelor’s Degree from Brooklyn College.
