OSHA Requirement for Workers
Under
Local Law 41 of 2008, all
workers at "major buildings" (as defined by 2008 Building Code) are required to complete a 10-hour course in construction safety. The workers required by Local Law 41 to complete the training include all active trade workers as well as managers, foremen, and project superintendents working on the project site. This training does not apply to Registered Architects or Professional Engineers. For acceptance, the U.S. Occupational Safety and Health Administration must approve this course. Site safety plans of major buildings must include a statement that all workers have completed this course. Visit www.osha.gov to find an authorized training facility and information on how to become an authorized trainer. Enforcement will begin no sooner than July 1, 2009 and will apply to projects for which building permits are issued on and after July 1, 2009.
Concrete Manager Registration Postponed
The Department has postponed the
registration program for Concrete Safety Manager until after November 1, 2009.
Three-Year License Terms
Oil burner installer and elevator agency director, co-director and inspector licenses processed or renewed after July 1, 2009 will receive a
three-year term and must comply with the new fees.
Journeyman Registration
Licensing is now accepting online applications for Journeyman Plumber and Journeyman Fire Suppression Piping Installer. Electronic registrations are accepted.
Foundation Work Applications
All applications for
foundation and earthwork permits must use the same job number as the associated New Building or Alteration application. The Department no longer accepts separate Alteration Type 2 applications for foundation and earthwork.
Buildings Bulletin 2009-009
Buildings Bulletin 2009-009 clarifies acceptance criteria for applications that comply with the 1968 Building Code and are submitted between July 1, 2008 and June 30, 2009. Applications not meeting these criteria submitted after June 30, 2009 must comply with the 2008 Construction Codes.
New Cranes and Derricks Forms

The CD4, used to request an on-site inspection, will be
expanded to renewals and amendments. CD4s expire within a year of plan exam approval.

A new CD24 form is being developed. The new form will be required when
requesting authorization to proceed in the Department of Transportation permitting process.
Cranes and Derricks Plan Exam Appointments
All
Cranes & Derricks plan examiner’s appointments are now scheduled through the Department’s Call Center. To make an appointment, applicants must call 212-227-4416 at least 24 hours in advance. The Department no longer allows walk-in appointments.
