The New York City Charter empowers the Buildings Commissioner to write rules that help implement provisions under the New NYC Construction Codes. All rules are prepared according to the City Administrative Procedure Act (CAPA), which includes publishing a draft copy of the rule, providing information about a public hearing on the matter, and submitting written comments.
