National Crane Certification Requirements for NYC Hoisting Machine Licenses

For a Class A Hoist Machine Operator License (new or renewal) the applicant must pass the appropriate National Commission for the Certification of Crane Operators (NCCCO) or the Crane Institute Certification (CIC) written and practical examinations for the type of machinery he or she intends to operate. HOISTING MACHINE OPERATOR CLASS A CERTIFICATION REQUIREMENTS

National Commission for the Certification of Crane Operators (NCCCO)

The NCCCO certification shall permit operation of the type of equipment authorized by the New York City license. An HMO Class A License and a TSS certification from NCCCO will only allow you to operate small telescopic boom cranes with a fixed cab. 

To obtain or renew a Class A license, the applicant must show a valid NCCCO certification card for at least One of the following:

  • Mobile cranes, large telescopic boom cranes (swing cab) (TLL)
  • Mobile cranes, small telescopic boom cranes (fixed cab) (TSS)
  • Lattice boom truck crane (LBT)
  • Lattice boom crawler crane (LBC)
  • Tower crane (TWR)
  • Overhead crane (OVR) 

Crane Institute Certification (CIC)

The CIC Certification shall permit operation of the type of equipment authorized by the New York City license. A Hoisting Machine Operator License and a 21-75 ton certification issued by CIC will only allow you to operate large telescopic boom cranes with swing cabs.

To obtain a Class A license, the applicant must show a valid CIC certification card for at least One of the following:

  • Lattice boom crawler (LBCW)
  • Lattice boom carrier (LBCR)
  • Large telescopic boom (TB21) 

HOISTING MACHINE OPERATOR CLASS B CERTIFICATION REQUIREMENTS

TO OBTAIN a CLASS B LICENSE, THE APPLICANT MUST SHOW A VAILD NCCCO CERTIFICATION CARD FOR ALL OF THE FOLLOWING, because the NYC Code Authorizes a Class B License to operate “Without Limitation or Restriction”:

  • Mobile cranes, large telescopic boom cranes (swing cab) (TLL)
  • Mobile cranes, small telescopic boom cranes (fixed cab) (TSS)
  • Lattice boom truck crane (LBT)
  • Lattice boom crawler crane (LBC)
  • Tower crane (TWR) 

HOISTING MACHINE OPERATOR CLASS C CERTIFICATION REQUIREMENTS

National Commission for the Certification of Crane Operators (NCCCO)

The NCCCO certification shall permit operation of the type of equipment authorized by the New York City license. If the applicant would like to operate all C type machinery, he or she must show compliance in both of the below CCO certifications. A NYC HMO Class C License and a TLL certification issued by NCCCO will only allow the applicant to operate large telescopic boom cranes with a swing cab. A TSS certification from NCCCO will only allow you to operate small telescopic boom cranes with a fixed cab. 

To obtain a Class C1 license, the applicant must show a valid CCO certification card for one or both of the following:

  • Mobile cranes, large telescopic boom cranes (swing cab) (TLL)
  • Mobile cranes, small telescopic boom cranes (fixed cab) (TSS) 

To obtain a Class C2 license, the applicant must show a valid CCO certification card for one or both of the following:

  • Mobile cranes, large telescopic boom cranes (swing cab) (TLL)
  • Mobile cranes, small telescopic boom cranes (fixed cab) (TSS) 

To obtain a Class C3 license, the applicant must show a valid CCO certification card for:

  • Mobile cranes, small telescopic boom cranes (fixed cab) (TSS)  

Crane Institute Certification (CIC)

The CIC Certification shall permit operation of the type of equipment authorized by the New York City license. If the applicant would like to operate all Class C type machinery, he or she must show compliance with both of the below CIC certifications. A NYC HMO C License and an under 21 ton certification from CIC will only allow the applicant to operate small telescopic boom cranes with a fixed cab.

To obtain a Class C1 license, the applicant must show a valid CIC certification card for one or both of the following:

  • Telescoping boom cranes, 21-75 tons (swing cab)
  • Telescoping boom cranes, under 21 tons (fixed cab) 

To obtain a Class C2 license, the applicant must show a valid CIC certification card for one or both of the following:

  • Telescoping boom cranes, 21-75 tons (swing cab)
  • Telescoping boom cranes, under 21 tons (fixed cab)  

To obtain a Class C3 license, the applicant must show a valid CIC certification card for:

  • Telescoping boom cranes, under 21 tons (fixed cab)
