Question: What is the NYC Development Hub?
Answer: The Development Hub is the Department’s new state-of-the-art plan review center where construction plans will be approved faster, easier — and without any paper for the first time in New York City history. It is located at 80 Centre Street, on the third floor, in Lower Manhattan.
Question: What happens at the Development Hub?
Answer: Plans are electronically submitted and reviewed and corrected by a team of Department Experts and representatives from six other City agencies.
Question: What is the goal of the Development Hub?
Answer: The goal of the Development Hub is to approve construction plans faster than ever before — creating more homes, more offices and more jobs for millions of New Yorkers. Faster means no lines, fewer appointments and more projects for New York City.
Question: How does the Development Hub work?
Answer: Once digital construction plans are submitted, they will be uploaded to a shared, secure website so City officials and design professionals can review them together at a scheduled time — without ever meeting in person. Question: How will this help me?
Answer: Construction often requires sign-offs from multiple City agencies, including the FDNY, DEP, DOT, Landmarks, City Planning and Parks. The Development Hub brings all of these agencies together along with the Department to speed up the approval process. This combined with the industry’s cooperation, digital plan submission and reviewing projects in a virtual environment will help to accelerate the approval process significantly.
Question: Where did this idea come from?
Answer: Following the success of the Department’s Get It Done. Together. Pilot Program, we created a new facility where members of multiple City agencies can meet with architects, engineers and filing representatives to resolve plan objections together in a more efficient manner.
Question: Who works at the Development Hub?
Answer: The center is staffed by more than 25 Department employees, who will be accepting digital construction plans for new buildings and major alterations from every borough. Representatives from six other City agencies are also stationed at the Development Hub or have mini-hubs at their offices to review digital plans in an electronic format.
Question: Who participates at the Development Hub?
Answer: Senior officials at the Department and representatives from other City agencies collaborate with applicants of record, who must participate in all meetings by phone, email or video conference. Applicants can make changes immediately and re-submit the revised plans electronically — without ever leaving the office.
Question: How can I get started?
Answer: We are accepting applications for New Buildings (NB) and major alterations (Alteration Type-1). Solar panel and green roof installations with tax abetments must also be filed at the Development Hub, as well as Post-Approval Amendments initially filed at the plan review center.
