With the implementation of the
New Codes, there are several important dates for Pre-Filing and Application Processing. Here is what you need to know:
-
Thursday, June 26
This is the last day applicants can submit new applications prepared using the prior forms. This applies to all initial and subsequent filings and Post-Approval Amendments and includes applications prepared using eFiling. All application documents needed for Application Processing, including payment of all fees due at that time, must also be submitted by the close of business on June 26.
-
Friday, June 27
On Friday, June 27, no new applications will be accepted in the borough offices. Only submissions to change existing, open BIS job documents will be accepted. Pre-Filing will not be available. All other borough operations will continue as normal on this day.
-
Monday, June 30
Beginning Monday, June 30, only the new forms and eFiling paperwork validated and printed on or after June 30 will be accepted. This applies to all initial and subsequent applications.

The Department of Buildings launched the pilot program providing customers the option to renew select no-change permit renewals online on February 22, 2005. Building on the success of that pilot, the Department is expanding its online service offerings, known as “eFiling”. This program has two components: Registration and eFiling. Want to know more? Check out the eFiling Frequently Asked Questions.
Step 1: Register
Customers must register to use eFiling. Anyone who has a valid and active general contractor tracking number or license number with the Department of Buildings is eligible for an eFiling account. You must provide your license and/or contractor information and submit it to the Department of Buildings for activation. Simply fill out the registration form online, print it, and then send it to us with the appropriate signatures and seals for review. You will be notified of your activation status via e-mail. There is also an
eFiling User Guide (2,979 kb) on the registration process.
Individuals who are not a licensee or general contractor may register online as a “Preparer”. As eFiling expands to other areas, Preparers will be able to create applications online and send them to licensees or contractors for submittal. For more preparer information, see
eFiling User Guide (2,979 kb).
Step 2: eFile! Login
Once activated, use the login username and password that you selected to login to eFiling. The eRenewal portion of this program is for select no-change permit renewals. Permits that may not be renewed online for this pilot include:
- Demolition permits
- Curb cut permits
- Homeowner permits
- Pre-BIS permits
- No-work permits
- Shed permits
- NB permits that do not have an active EQ Fence permit
- Permits that require a civil penalty or additional fee
-
Electrical Permits that may not be eFiled include:
- Signs
- If "Adequate Wiring Program" Special Certification/Approval Applies.
- Applications for Non-Building addresses (BusShelter,Telephone Booth,News Stand,Street Lighting,SubStation,etc.)
You will be able to process the applications, pay by credit card, and print the permit from your computer. The option to process in person or via mail will still be available. There is also an
