Assistant Plan Examiner in the Manhattan borough office in 1984. Working his way up through the ranks, he was later selected to work with the Deputy Commissioner for Technical Affairs (1993). During this time Mossad worked to obtain his Professional Engineering license (1995).
In 1997, Mossad was promoted to Deputy Borough Commissioner of the Brooklyn borough office. In November of 2000, he was appointed Queens Borough Commissioner. Mossad is credited with a number of improvements in the Department’s Queens borough office, including reducing wait times, improving customer service relations and emphasizing public outreach.
As part of the Department’s effort to standardize operations in its borough offices, Buildings Commissioner Patricia J. Lancaster announced that Mossad would return to the bustling Brooklyn Office to serve as Borough Commissioner.
Prior to joining the Buildings Department, Mossad worked in Cairo, Egypt as a mechanical engineer for Delta Company for General Construction. He obtained his B.S. in Mechanical Engineering at Cairo’s Suez Canal University (1976).
