sand and salt storage facilities Program Summary
The program, administered by the Catskill Watershed Corporation (CWC), financed the design, construction, and installation of new sand, salt and other road de-icing material storage facilities where either existing facilities did not comply with the Watershed Regulations or where upgrades to existing facilities were needed to protect water quality. All of these structures belong to local governments. CWC, in consultation with DEP and local public works personnel, selected and prioritized sites for the construction and installation of upgraded or new sand, salt and other road de-icing material storage facilities, based on water quality problems and sand and salt storage needs. CWC selected the first 30 projects, all within the watershed, totaling approximately $7.3 million, which included five sites that involved consolidations with other municipal jurisdictions (see list below). DEP reviewed and approved site plans (and permits where applicable) for all of the proposed new storage facilities within the watershed. By the summer of 2001, all of the new watershed sand and salt storage facilities planned were completed. As of the end of the 2002 construction season, all but one of the new facilities outside the watershed had been constructed. The remaining storage facility to be built will be completed before the Program ends in April 2004.
