An essential part of New York City’s watershed protection program
is working with the many stakeholders from the 8-county watershed, the
City and external groups. Under the Filtration Avoidance Determination
(FAD) and the 1997 Memorandum of Agreement (MOA), several organizations
and government agencies are directly implementing new programs, funded
by the City. These environmental and economic partnership efforts are
protecting water quality and assisting watershed communities. Other
partners serve in various other capacities, such as providing oversight,
advice, and education, and enhancing communication.
