Hunts Point Water Pollution Control Plant

Final Environmental Impact Statement

DEP is pleased to announce the availability of the Final Environmental Impact Statement (EIS) for the Hunts Point Water Pollution Control Plant (WPCP) Phase III Upgrade and additional improvements. The Notice of Completion and the FEIS are available for viewing below. Paper copies of the document along with the appendices can be examined at any of the repositories listed below. Public Hearing

A Public Hearing was held on April 12, 2007 to receive formal comments on the Draft EIS.  The following is the transcript of the hearing:

Project Description

DEP, on behalf of the City of New York, is proposing to make improvements to the Hunts Point Water Pollution Control Plant (Hunts Point WPCP) located in the Hunts Point section of the Bronx. The proposed upgrade, Phase III in a multi-phase program, involves construction and upgrading to improve solids handling facilities and includes: construction of two new egg-shaped sludge digesters and a digester gallery, replacement of sludge thickener collector mechanisms, replacement of a gas holding tank, replacement of existing waste gas flares with three new enclosed waste gas burners, renovation of existing digesters and sludge storage tanks, and installation of an emergency generator. The Phase III Upgrade is needed to replace facilities that are nearing the end of their useful life. The Phase III Upgrade requires construction and construction staging on the existing plant site and on an additional 5.5-acre vacant parcel of City-owned land located to the northwest of the existing plant boundary. The proposed action also includes the construction of carbon and polymer addition facilities to enhance nitrogen removal.

The Final EIS includes a new chapter, Chapter 25 “Comments and Responses” that considers and responds to comment received during the Draft EIS public comment period (December 19, 2006 thru April 23, 2007) and oral comments received at the April 12, 2007, Draft EIS Public Hearing. After a thorough consideration of environmental consequences discussed in the EIS including those associated with construction of the different Phase III Upgrade elements and additional improvements, and consideration of the public comments received on the EIS, on balance, the proposed action as described in the EIS remains the proposed alternative.
