Leak Forgiveness Program Q&A - Effective July 1, 2014

Q: What is the Leak Forgiveness Program?

A: It is a program designed to provide financial relief to customers while also incentivizing water conservation.

Q: Am I eligible?

A: Yes, assuming you meet the following five requirements:

  1. Your property is billed on metered charges
  2. The leak is equal to at least 200% of a normal bill from a representative billing period
  3. The leak is fixed within 120 days of the bill date of the original bill for the high charge
  4. A written request for the Leak Forgiveness Program is submitted to DEP within 120 days of the bill date of the original bill for the high charge
  5. You have not been granted leak forgiveness within the last two years
Q: Are there types of leaks that are not eligible?

A: All leaks—including maintainable fixtures like toilets, sinks, and showers—are now eligible for the Leak Forgiveness Program.

Q: How much of my leak will be forgiven?

A: One half of the high bill amount, but the final amount owed for that bill will not be less than 150% of your property’s typical bill.

Q: Do I have to provide proof that the leak was repaired?

A: No, as long as your property has a working automated meter reading (AMR) device attached to the meter.

If your property does not have a working AMR device attached to the meter, you will be required to provide a plumber’s receipt.

Q: How do I apply?

A: Mail a letter requesting leak forgiveness to:

Q: How will I be informed of DEP’s decision?

A: DEP provides a written response to all written customer requests. If approved, the maximum allowed Leak Forgiveness credit will be applied to your account and reflected on your next bill.
