Online CATS – (Clean Air Tracking System) for Boilers
DEP’s Clean Air Tracking System (CATS) is a new online process for submitting boiler applications, renewals and payments.

To obtain a Boiler Registration/Certificate of Operation, new applicants must register to create an account with DEP CATS. To create an online account:

  • Register as a general user (owner/agent/licensed professional)
  • If you are a licensed Professional (PE, RA, LMP or LOBI); proceed with process to register for a Professional Role.

  • Registration for boilers ranging from 350,000 Btu/hr up to 2.8 MMBtu/hr Input (New or Renewal)
  • Work Permit/Certificate of Operation (CO) for boilers 2.8 MMBtu/hr or greater Input
    • Work Permit Application (only PE or RA)

Submit Equipment Acceptance Forms for vendors to request for either one or series of boilers, burners, assemblies, and controls to be accepted and included in the DEP Accepted Equipment List.

#6 Fuel Oil and Natural Gas Combustion Equivalent to #2 Fuel Oil Fuel equivalency form is used for a dual fuel boiler to demonstrate that the annual emissions based on fuel consumption of natural gas and #6 fuel oil are equivalent to #2 fuel oil.
#4 Fuel Oil and Natural Gas Combustion Equivalent to #2 Fuel Oil for New Applications Fuel equivalency form is used for a dual fuel boiler to demonstrate that the annual emissions based on fuel consumption of natural gas and #4 fuel oil are equivalent to #2 fuel oil.

Industrial Process Questionnaire (AR-510) Questionnaire that is to be submitted to the Department should you require assistance in determining which application process you should follow.
Industrial and Process Source Registrations
Registration for Industrial Processes Registration form for industrial processes that have “C” rated contaminants or better and has a heat input greater than or equal to 350,000 Btu/hr and less than 2.8 Million Btu/hr or has emissions under 2,000 CFM.
