Air Permitting Forms and Instructions

The goal of the New York City Air Pollution Control Code (Air Code) is to preserve, protect and improve the air resources of the City. The City’s policy is that every person be entitled to air that is not harmful to life, health and enjoyment of his or her property.


Online Application Search & Login

DEP’s Clean Air Tracking System (CATS) is an online process for submitting applications.

To obtain a Boiler Registration/Certificate of Operation, new applicants must register to create an account with DEP CATS. To create an online account:

  • Register as a general user (owner/agent/licensed professional)
  • If you are a licensed Professional (PE, RA, LMP or LOBI); proceed with process to register for a Professional Role.

  • Registration for boilers ranging from 350,000 Btu/hr up to 2.8 MMBtu/hr Input (New or Renewal)
    • Boilers (I & II)
    • Gas Stations
    • Emergency Generators / Engines or Other Combustion Sources
  • Work Permit / Certificate of Operation Application (only PE or RA) for boilers and industrial
  • Work Permit Application for Emergency (licensed professional; PE, RA, LMP or LOBI)

Accepted Boiler Equipment List DEP Boiler Equipment - List of equipment accepted by the DEP for use in NYC.
Bare Boiler Compliance Certification Bare Boiler Compliance Certification - Submitted by a PE to certify equipment not accepted by DEP will comply with all applicable regulations.

Stack Adequacy Form Draft calculations are required for new boiler, induced draft fan or chimney and conform to the procedures in 2009 ASHRAE Fundamentals Chapter 21 and 2012 ASHRAE Systems and Equipment Chapter 35.

Annual Tune up Recordkeeping Form All boilers that are equal to or greater than 2.8 million Btu/hr must have annual tune-ups and records of the tune-up using these forms must be retained for a minimum of 5 years.

Letter of Authorization Owners need to provide a Letter of Authorization when changing PE/RA or Installer.
Installer Statement Installer needs to submit the Installer Statement when the installer is not named on the Work Permit Application form or the owner changed the Installer.

Submit Equipment Acceptance Forms for vendors to request for either one or series of boilers, burners, assemblies, and controls to be accepted and included in the DEP Accepted Equipment List.

#6 Fuel Oil and Natural Gas Combustion Equivalent to #2 Fuel Oil Fuel equivalency form is used for a dual fuel boiler to demonstrate that the annual emissions based on fuel consumption of natural gas and #6 fuel oil are equivalent to #2 fuel oil.
#4 Fuel Oil and Natural Gas Combustion Equivalent to #2 Fuel Oil for New Applications Fuel equivalency form is used for a dual fuel boiler to demonstrate that the annual emissions based on fuel consumption of natural gas and #4 fuel oil are equivalent to #2 fuel oil.
