On April 9, 2013 the City Council adopted the AirTrain Area Streetscape Text Amendment. The zoning text changes are now in effect.

Flood Resilience Zoning Text Amendment

Following Hurricane Sandy, the City is taking a wide range of steps to promote recovery from the storm, rebuilding, and increasing the city’s resilience to climate-related events, including coastal flooding and storm surge. As part of this effort, the Department of City Planning is proposing a Flood Resilience Zoning Text Amendment to enable new and existing buildings throughout designated flood zones to meet the latest standards for flood-resistant construction. It also removes additional impediments to flood-resistant construction, and modifies regulations to mitigate potential negative effects of flood-resistant construction on the streetscape and public realm.

East Midtown Rezoning

The Department of City Planning is proposing a rezoning of East Midtown, a 73-block area surrounding Grand Central Terminal. The purpose of the rezoning is to ensure the area’s future as a world-class business district and major job generator for New York City. The plan provides zoning incentives to promote the development of a handful of new, state-of-the-art commercial buildings over coming decades so that East Midtown’s office stock remains attractive to a broad range of businesses, including major corporate tenants. Development under the rezoning is expected to expand the City’s tax base, add thousands of permanent jobs in East Midtown and fund improvements to the subway and pedestrian network in the area. The East Midtown plan is also the first initiative to require a higher standard for energy efficiency, ensuring that new office towers in East Midtown utilizing the zoning incentives will be at the leading edge of energy efficiency.

The meeting begins at 6:30pm and takes place at 127 Pennsylvania Avenue.

East Fordham Road Rezoning

The Department of City Planning (DCP) proposes to rezone portions of approximately 12 blocks along East Fordham Road in the Belmont neighborhood of the Bronx, Community District 6. The rezoning was undertaken in response to concerns raised by Community Board 6, local institutions, local elected officials, residents and property owners that the existing zoning does not reflect or support prevailing land use trends in the area.

Crown Heights West Rezoning

The Department of City Planning (DCP) is proposing changes for a 55-block area in the western part of the Crown Heights neighborhood in Community District 8, Brooklyn. This contextual zoning study was undertaken at the request of Community Board 8 and local elected officials in response to concerns that existing zoning allows out-of-scale development that does not reflect the historic rowhouse character of the Crown Heights neighborhood. The rezoning also responds to requests by the community and elected officials for incentives to encourage the development of affordable housing in the neighborhood. < /li > < /ul >

Water Street POPS

The Department of City Planning is proposing a text amendment to the Special Lower Manhattan District to allow events and temporary amenities in existing plazas, arcades, and other privately owned public spaces along and around Water Street for the summer, fall, and holiday seasons of this year. The text amendment is part of an interagency effort to revitalize the Water Street corridor following Hurricane Sandy by allowing temporary programmatic changes to POPS that would help activate these open space resources and attract residents, workers, and visitors. The proposed text amendment would provide additional flexibility in programming these spaces from its effective date until January 1st, 2014.

West Brighton Brownfield Opportunity Area (BOA)

On Wednesday, April 3rd from 6-9pm and Saturday, April 6th from 1-4pm, DCP and West Brighton LDC will be hosting an Open House on existing conditions for the launch of the West Brighton Brownfield Opportunity Area program, a community-based planning effort to identify neighborhood revitalization strategies and assessment of underutilized and potential brownfield sites. The Open House will be held at the Walker Park Tennis House, located at the corner of Bard Avenue and Delafield Plane in West Brighton.

AirTrain Area Streetscape

The Department of City Planning is proposing changes to bulk and sidewalk rules in the Special Downtown Jamaica District in Queens Community District 12. The text amendment modifies the locations where bulk and sidewalk width requirements apply on nine blocks of the special district in the vicinity of the AirTrain terminal on Sutphin Boulevard. The goal of the proposed action is to remove bulk regulations that were designed to accommodate specific proposals and replace them with regulations that support a wide variety of building uses and sizes.
