NYC GIS Zoning Features - Release January 2012 is now available - free download

The January 2012 release of the GIS Zoning Features data set is now available on the Bytes of the Big Apple page of the DCP website. The date of the most recent City Council adoptions included in this data is 11/29/2011.

While representative of the information contained in DCP's printed zoning maps, this GIS data set is not intended to replace those maps, but to provide an additional source of zoning information for the general public's use in digital mapping and analysis applications. The downloadable zoning data will be updated on the last Monday of every month. Updates will include recent zoning changes adopted by the City Council.

The GIS Zoning Features data set is provided as a free download in ESRI Shapefile and file geodatabase formats. These are industry-standard GIS data formats, compatible with most GIS and CAD software, and also viewable using free GIS viewers like ESRI's ArcGIS Explorer or Google Earth.

The December 2011 release of the GIS Zoning Features data set is now available on the Bytes of the Big Apple page of the DCP website. The date of the most recent City Council adoptions included in this data is 11/29/2011.

New Feature Class: Zoning Map Amendments (NYZMA): NYZMA contains polygon features representing the boundaries for all rezonings adopted since January 1, 2002 (STATUS = "Adopted") and current proposed rezonings (STATUS = "Certified"). Selected city-initiated text amendments to the Zoning Resolution since 2002 that have discrete geographical boundaries may be included.

While representative of the information contained in DCP's printed zoning maps, this GIS data set is not intended to replace those maps, but to provide an additional source of zoning information for the general public's use in digital mapping and analysis applications. MapPLUTO - Release 11v2 is now available - License agreement required

Release 11v2 is now available.
MapPLUTO files are joined datasets of the Department of Finance's Digital Tax Map and PLUTO tax lot data files containing property information such as land use, ownership, assessed value and zoning.

Release 11v2 is now available.
Extensive land use and geographic data at the tax lot level in ASCII comma-delimited format. The PLUTO files contain more than seventy fields derived from data maintained by city agencies. Tax lot data for selected tax blocks or Community Districts can be extracted using the PLUTO Select application which is included with this product.

PAD - Release 11A is now available - free download

Release 11A is now available.
The PAD (Property Address Directory) file contains additional geographic information at the tax lot level not found in the PLUTO files. This data includes alias addresses and Building Identification Numbers (BINs).

The Citywide Statement of Needs for Fiscal Years 2013 and 2014 is the latest in a series of annual reports required under Section 204 or the City Charter. Along with the Criteria for the Location of City Facilities (the Fair Share Criteria), the Statement of Needs is part of a planning process in which communities are informed, at the earliest possible stage, of the City's needs for facilities and the specific criteria for selecting the locations of those facilities.

The Inclusionary Housing Designated Areas Program was created in 2005 to encourage the creation and preservation of affordable housing in medium and high-density neighborhoods being rezoned to create new housing opportunities. The program modifies the base floor area ratio (FAR) available for developments and offers a floor area bonus for developments that provide affordable housing either on-site or within the surrounding community.

For restrictive declarations ("D" symbols), consult Appendix D of the Zoning Resolution.

A Lower Density Growth Management Area is an area designated in the Zoning Resolution where new developments must provide more off-street parking, larger yards and more open space than would otherwise be required in the applicable zoning districts In Staten Island and Bronx Community District 10. This downloadable data is the approximate area in these sections of the City where new development are required to comply to the rules and regulations of Lower Density Growth Management Area.

Waterfront Access Plan - free download [!NEW]

A Waterfront Access Plan is a detailed framework set forth in the Zoning Resolution, that tailors waterfront bulk regulations and public access requirements to the specific conditions of a particular waterfront. Development of individual waterfront parcels governed by the plan triggers a requirement to build and maintain public access areas in accordance with the WAP. This downloadable data is the representation of all existing WAP areas.

Coastal Boundary - free download [!NEW]

The Coastal Zone Boundary defines the geographic scope of New York City's Waterfront Revitalization Program (WRP). Pursuant to federal statute, the boundary encompasses all land and water of direct and significant impact on coastal waters. Federal lands and facilities are excluded from the coastal zone and consistency review in accordance with federal legislation. However, should the federal government dispose of any coastal property; it would be included in the coastal zone. This downloadable data is the representation of New York City's Coastal Boundary as defined by the WRP.

2011 Zoning Resolution

The Department of City Planning is now taking orders for the new edition of the Zoning Resolution of the City of New York. The Zoning Resolution is a blueprint for the development of New York City. During the Bloomberg administration, the Department of City Planning has used zoning in remarkably innovative ways to address a range of issues, such as economic integration, access to fresh food and sustainable development.

This new edition is a complete reprint containing all previous text and mapping amendments enacted since 1961, including 36 zoning text amendments enacted since October 2009 and 50 updated zoning maps. Most significantly, this new edition contains the eagerly-awaited Key Terms Clarification text amendment which required changes on over 850 pages in the Zoning Resolution. The Publicly Accessible Waterfront data components are now available on the Bytes of the Big Apple page of the DCP website. There are three data components that complement each other and may be used together. The “NYC Waterfront Parks Shapefile” is a polygon shapefile of waterfront portions of parklands in New York City under the jurisdiction of NYC Department of Parks and Recreation, NYS Office of Parks, Recreation & Historic Preservation, or the National Park Service. The “PAWS Shapefile” is a polygon shapefile of publicly accessible waterfront spaces in NYC that do not include parks or open spaces under the jurisdiction of NYC Department of Parks and Recreation, NYS Office of Parks, Recreation & Historic Preservation, or the National Park Service. The majority of these spaces were constructed in conjunction with private waterfront developments, pursuant to the NYC Zoning Resolution. The “Publicly Accessible Waterfront Spaces (PAWS) Access database contains information about publicly accessible waterfront spaces in NYC. The database provides more detailed information on each publicly accessible waterfront space that is not under the jurisdiction of NYC Department of Parks and Recreation, NYS Office of Parks, Recreation & Historic Preservation, or the National Park Service. The two shapefiles were used to create the City Waterfront Interactive Maps.
