The downloadable zoning data will be updated on the last Monday of every month. Pursuant to federal statute, the boundary encompasses all land and water of direct and significant impact on coastal waters. Federal lands and facilities are excluded from the coastal zone and consistency review in accordance with federal legislation. However, should the federal government dispose of any coastal property; it would be included in the coastal zone.  
This downloadable data is the representation of New York City's Coastal Boundary as defined by the WRP.

There are three data components that complement each other and may be used together.    The “NYC Waterfront Parks Shapefile” is a polygon shapefile of waterfront portions of parklands in New York City under the jurisdiction of NYC Department of Parks and Recreation, NYS Office of Parks, Recreation &amp; Historic Preservation, or the National Park Service.  The “PAWS Shapefile” is a polygon shapefile of publicly accessible waterfront spaces in NYC that do not include parks or open spaces under the jurisdiction of NYC Department of Parks and Recreation, NYS Office of Parks, Recreation &amp; Historic Preservation, or the National Park Service. The majority of these spaces were constructed in conjunction with private waterfront developments, pursuant to the NYC Zoning Resolution. The “Publicly Accessible Waterfront Spaces (PAWS) Access database contains information about publicly accessible waterfront spaces in NYC.  The database provides more detailed information on each publicly accessible waterfront space that is not under the jurisdiction of NYC Department of Parks and Recreation, NYS Office of Parks, Recreation &amp; Historic Preservation, or the National Park Service.
