Comprehensive Manhattan Waterfront Plan. Submitted by the Borough President of Manhattan in 1995, this 197-a plan was modified by the City Planning Commission and further modified and adopted by the City Council on April 16, 1997. The plan contains overall planning principles and a series of site-specific recommendations to guide the future use and improvement of the borough's entire waterfront.
