Community Board 4 Chelsea 197-a Plan: A Contextual Zoning Proposal to Create Housing Opportunities. The City Council adopted the plan, as modified by the City Planning Commission, on May 22, 1996. The plan sets forth recommendations for zoning changes intended to balance the need for new development with the need to preserve the neighborhood context within a 64-block area generally between 14th and 34th streets west of Sixth Avenue in Manhattan.
