2012 Consolidated Plan

The Consolidated Plan is the City of New York's annual application to the United States Department of Housing and Urban Development (HUD) for the Office of Community Planning and Development four entitlement programs:  Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).  These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.  The 2012 Consolidated Plan represents the third year of New York City's five‑year strategic plan for Consolidated Plan Years 2010 ‑ 2014.

This version of New York City's Consolidated Plan is part of the City's activities to fulfill federal Consolidated Plan citizen participation regulations regarding availability of the Plan to the public which require localities to provide the public with reasonable access and opportunity to examine the document.

The 2012 Consolidated Plan consists of two chapters in three volumes: Volume 1. Executive Summary and Part I. Action Plan: One Year Use of Funds; and Volume 2. Part I.D., Supportive Housing Continuum of Care for the Homeless and Non-homeless Special Needs Populations; and Part II. Other Actions; and Volume 3. Part II.M., Summary of Citizens’ Comments; and Appendices.

The One-Year Action Plan contains a description of the City's proposed use of entitlement funds to address affordable housing, homelessness, supportive housing services and community development needs. In addition, the Action Plan describes: NYCHA funds, including the Capital Fund Grant, and other public housing competitive programs; the HUD Competitive Funds, including Section 202 Supportive Housing for the Elderly, and Section 811 Supportive Housing for Persons with Disabilities; the State Funds; the City matching and non-matching Funds; and Private funds.

The Other Actions section fulfills the statutory requirements of the Cranston-Gonzalez Housing Act's Comprehensive Housing Affordability Strategy. The Appendices include: Definitions, Acronyms and Abbreviations, Maps of Areas for Directed Assistance and Minority Populations, Index of Program Names, Dictionary of Program Description Variables, and Resources for Prospective Homebuyers.

The Proposed Consolidated Plan's public comment period began October 11, 2011 and ended November 9, 2011.  Comments received by the end of the comment period (close of business) regarding the use of these federal funds were summarized and Agencies' responses incorporated into this document for submission to HUD.

New York City's Consolidated Plan program year begins January 1 and ends December 31.  Each year the City of New York is required by federal regulations to submit a proposed Plan to HUD no later than forty-five days prior to the start of the program year.  The City submitted its Proposed Plan to HUD as required on November 15, 2011. The Proposed Plan was subsequently approved by HUD on December 29, 2011.
