The following Alternative Homelessness Prevention and Rapid Re-Housing Program (HPRP) Certifications are New York City's written pledge to uphold and comply with specific governmental regulations, requirements and statutes concerning the use and disbursement of federal Homelessness Prevention and Rapid Re-Housing Program funds. The Alternative Certifications are exclusively for HPRP grant-funded activities in that they waive and/or replace certain regulations specific to the City’s annual Consolidated Plan and Emergency Shelter Grant (ESG) program in order to conform to the enabling legislation as described in the American Recovery and Reinvestment Act of 2009 (“ARRA” or the “Recovery Act”). For the City’s Emergency Shelter Grant-funded activities the Specific ESG Certifications remain in effect.
