On March 28, 2006 and May 16, 2006 public scoping meetings were held for the proposed First Avenue Properties Rezoning. Comments were accepted at the meetings and for ten days following each of the meetings. A final scope of work was issued on August 14, 2007.

On December 5, 2007, a public hearing was held for the proposed First Avenue Properties Rezoning. Comments were accepted at the hearing and for ten days following the hearing, until December 17, 2007.

The New York City Department of City Planning, on behalf of the City Planning Commission as lead agency, issued a Notice of Completion for a Final Supplemental Environmental Impact Statement (FSEIS) for the proposed First Avenue Properties Rezoning, on January 18, 2008.
