MapPLUTO merges PLUTO tax lot data with tax lot features from the Department of Finance’s Digital Tax Map (DTM), clipped to the shoreline. It contains extensive land use and geographic data at the tax lot level in ESRI ArcGIS shape format and dbase table format.

NYC GIS Zoning Features
The GIS Zoning Features data set is provided as a free download in ESRI Shapefile and file geodatabase formats. These are industry-standard GIS data formats, compatible with most GIS and CAD software, and also viewable using free GIS viewers like ESRI’s ArcGIS Explorer or Google Earth. This data set is continuous (seamless) city-wide and consists of 6 classes of zoning features: zoning districts, special purpose districts, special purpose district subdistricts, limited height districts, commercial overlay zones, and zoning map amendments.

While representative of the information contained in DCP’s printed zoning maps, this GIS data set is not intended to replace those maps, but to provide an additional source of zoning information for the general public’s use in digital mapping and analysis applications. The downloadable zoning data will be updated on the last Monday of every month. Updates will include recent zoning changes adopted by the City Council.

FRESH Food Stores Zoning Boundaries
FRESH boundaries where zoning and discretionary tax incentives are available for the development, expansion and renovation of full line grocery stores and supermarkets. This is a geographic file created by the New York City Department of City Planning, showing eligible areas for the zoning incentives adopted May 11, 2009 and eligible areas for tax incentives through the NYC Industrial Development Agency.

Inclusionary Housing
The Inclusionary Housing Designated Areas Program was created in 2005 to encourage the creation and preservation of affordable housing in medium and high-density neighborhoods being rezoned to create new housing opportunities.  The program modifies the base floor area ratio (FAR) available for developments and offers a floor area bonus for developments that provide affordable housing either on-site or within the surrounding community.

Lower Density Growth Management Area
A Lower Density Growth Management Area is an area designated in the Zoning Resolution where new developments must provide more off-street parking, larger yards and more open space than would otherwise be required in the applicable zoning districts In Staten Island and Bronx Community District 10.

This downloadable data is the approximate area in these sections of the City where new development are required to comply to the rules and regulations of Lower Density Growth Management Area.

Sidewalk Cafes
This feature class is a spatial representation of the Sidewalk Cafe regulations in the New York City Zoning Resolution, Chapter 1, Article 4.
The CafeType field indicates the types of Sidewalk Cafes that are permitted:
  • All Cafes (includes Enclosed, Unenclosed, and Small)
  • Unenclosed Only (includes Small)
  • Small Only
  • Not Permitted (for locations where the zoning would normally permit, but some other regulation prohibits.)
  • Lines are coincident with the Department Of Finance Tax Block edges. This dataset is maintained to reflect changes to mapped zoning districts or zoning text amendments as they are adopted by the City Council.

    Note To Users:
    1.The zoning districts affecting the allowed sidewalk café locations throughout the city change frequently! The Sidewalk Cafes GIS data will be updated on the last Monday of every month to include areas where recent zoning changes adopted by the City Council have changed allowed sidewalk café locations.
    2. These features only indicate areas where certain cafes types should or should not be allowed according to zoning regulations. The Department of Consumer Affairs approval is always required for sidewalk cafes.

    NYC Publicly Accessible Waterfront
    The Publicly Accessible Waterfront data components are provided as a free download. These components complement each other and may be used together.  However, to provide the most flexible access to the data each component may be downloaded separately. The two shapefiles were used to create the City Waterfront Interactive Maps.

    Waterfront Access Plan
    A Waterfront Access Plan is a detailed framework set forth in the Zoning Resolution, that tailors waterfront bulk regulations and public access requirements to the specific conditions of a particular waterfront. Development of individual waterfront parcels governed by the plan triggers a requirement to build and maintain public access areas in accordance with the WAP. This downloadable data is the representation of all existing WAP areas.

    Note to Users: These features are provided for reference only and are not intended for determining WAP applicability at the tax lot level. Please refer to PDF Document Section 62-90 of the Zoning Resolution of the City of New York.

    Coastal Boundary
    The Coastal Zone Boundary defines the geographic scope of New York City's Waterfront Revitalization Program (WRP).  Pursuant to federal statute, the boundary encompasses all land and water of direct and significant impact on coastal waters. Federal lands and facilities are excluded from the coastal zone and consistency review in accordance with federal legislation. However, should the federal government dispose of any coastal property; it would be included in the coastal zone. 

    This downloadable data is the representation of New York City’s Coastal Boundary as defined by the WRP.

    Note to Users: These features are provided for reference only and are not intended for determining the Coastal Boundary at the tax lot level. Please refer to the Zoning Resolution of the City of New York. Please refer to the Coastal Boundary maps adopted in 1982.

    Single Line Street base map dataset

    DCPLION and LION Differences File (LDF)
    DCPLION:
    • LION: A single line street base map representing the city's streets and other linear geographic features such as shorelines, surface rail lines and boardwalks, along with feature names and address ranges for each addressable street segment.

    • Nodes: Points that represent the locations of any combination or intersection of linear features in LION. A node occurs wherever two or more linear features cross regardless of whether a physical intersectiosn occurs at that point.

    • Node Street Name Table: The Table lists the Node Id and the Street names of segments that intersect at the node.  Usually a node has more than one segments to be converged at the node location, therefore a Node Id will have one to many street names associated with the node.

    • Alternate Names Table: Some streets may have multiple street  names, valid for the full length or a portion of the street.  The LION file accounts for most of these cases through the use of Street Codes and Local Group Codes (LGCs) which establish the valid names for each particular segment.  The Alternate Names Table (altnames) is built using all the street names that correspond to the street code and lgc values.
    The ESRI version is released as a File Geodatabase that can only be used with ArcGIS version 9.3 or higher. In addition to the data, the download includes several layer files for viewing the data.

    Note To Users:
    1. The City Council districts and election districts contained in Release 13B do not yet reflect the revised boundaries drawn during the 2013 City Council Redistricting effort.  The new boundaries will be available as soon as both the City Council District and Election District lines have been approved by the US Department of Justice.
    2. As of release 12C, the LION geodatabase will not include built-in Address Locator files for geocoding.
    3. The Street Direction Arrows layer included in the download works only in ArcGIS 9.3. To symbolize Street Direction Arrows in ArcGIS 10x, Cartographic Representations can be used. Detailed steps are provided in the Read Me text file.

    Neighborhood Tabulation Areas (Formerly "Neighborhood Projection Areas")

    Geographic files of Neighborhood Tabulation Areas (NTAs) as created by the New York City Department of City Planning, using whole census tracts from the 2010 Census as building blocks. These aggregations of census tracts are subsets of New York City's 55 Public Use Microdata Areas (PUMAs). Primarily due to these constraints, NTA boundaries and their associated names may not definitively represent neighborhoods.

    PAD

    The PAD (Property Address Directory) file contains additional geographic information at the tax lot level not found in the PLUTO files.  This data includes alias addresses and Building Identification Numbers (BINs).  It consists of two ASCII, comma delimited files: a tax lot file and an address file.

    Note To Users: A new field (Zip Code) has been added to the bobaadrx (Address) file.  Please check your procedures to make sure this does not cause any problems.  For earlier versions see PAD Releases on the BYTES of BIG APPLE archive page.

    SND

    The SND (Street Name Dictionary) file contains a set of geographic feature type names for New York City.  Despite its name, the SND contains not only street names, but also a wide variety of other geographic feature names, including the names of tunnels, bridges, rail lines, shorelines, and geographic place names of various kinds.   It is in ASCII fixed-field format with three different record layouts (see metadata for details).

    Selected Facilities and Program Sites
    Data providing the location, type and capacity of public and private community facilities in New York City, including schools, parks, libraries, public safety, day care, foster care, special needs housing, health and mental health facilities and programs. Additional data included to provide location of transportation and waste management facilities. To facilitate analysis and mapping, the data is geocoded and available as ASCII delimited text files and as a Microsoft Access database.
