Program Funding - CDF Eligibility

The Department of Cultural Affairs' Program Services Unit Cultural Development Fund Application for Fiscal 2010 is now closed.

Read the complete Guidelines for the Fiscal 2010 Cultural Development Fund.

On an annual basis, the Department of Cultural Affairs solicits and considers proposals from nonprofit organizations in every cultural discipline and from every area of the city.  Any arts or cultural organization interested in receiving Programs support from the Department must complete the Cultural Development Fund Application by the specified annual deadline. The Fiscal 2010 deadline was March 23, 2009.   We currently anticipate that the application for Fiscal 2011 CDF funding will be posted on the DCA website in late 2009.  Organizations which applied for funding in FY10 will be notified at that time.  Other organizations should call the Program Services Unit at 212-513-9300 to be added to our mailing list.

Applicants for Department of Cultural Affairs Program Services funding must meet basic eligibility requirements, which remain the same each Fiscal Year.  Applicants must be:
  • Nonprofit arts and cultural organizations located and operating in any of the five boroughs of New York City;
  • Incorporated in New York State and compliant with annual State and Federal filing requirements for nonprofit organizations, including Charities Bureau filings;
  • In possession of a Federal Employee Identification Number (EIN) unique to the organization; and
  • Certified tax exempt under Internal Revenue Service Code Section 501(c)(3).  Incorporated nonprofits without 501(c)(3) status may apply through a Fiscal Sponsor that is certified tax exempt under Internal Revenue Service Code Section 501(c)(3).

At the Department’s discretion, applications may be accepted from an IRS-certified nonprofit organization that is willing to serve as a conduit (i.e., fiscal sponsor) for another nonprofit organization that intends to provide public service/s but has not yet obtained 501(c)(3) tax exempt status.
